U.S. District Court Judge Sam Sparks on Thursday rejected the 58-year-old's request and allowed the Texas Department of Public Safety to make the arrest video public.?
The arrest happened after he crashed his Trans Am in the small town of Tioga, Texas, and was found completely nude at the scene - after also walking into a nearby convenience store naked.??
The I Told You So singer was disoriented, erratic, volatile and unaware that he was naked, according to troopers at the scene.?
In the video, he can be heard at different points blessing the troopers and then threatening them with death. He also tells a disoriented story about his father allegedly beating him as a child when the officer asked him what happened.?
'I grew up in a place where my dad was such a man, who told me to stop an Angus from reaking out of a godd*** herd of cows,' he told a police officer sitting next to him after being handcuffed and put in the passenger's seat of the cruiser.?
'So I ran after him, he stops me, and so therefore he whips me with a godd*** pair of reins and tells me to get him and I said "what the hell did I do, walk? That's what I grew up in.'??

He then starts to lash out at the officers, saying: 'So you think, you godd*** got the right to do me this way. No you don't, you will die mother f***er.'?
Travis explains that had the officers asked him to just get in the car instead of putting the handcuffs on him, he would have 'prayed for you to have help for thsi.'?
'You know something, I've seen miracles happen through prayer,' he said. 'I pray for you to have the biggest growth on your head,' he begins to say, before the officer starts laughing.??
When the officer asks him what he did to offend Travis, he responds: 'you put these godd*** handcuffs on me.?
'You insulted me by locking me up in a godd*** cage, basically, with handcuffs behind me with my d*** hanging out.
'And I'm proud of my d***, it's bigger than most, but you insulted me. You're a dead man.'??
'Randy's behavior was extremely altered the evening of his arrest due to the state of his mental health, and substances in his body, causing him to do and say things that were entirely out of character,' his rep told TMZ after the video was released Monday.?
He also said Travis suffered a concussion in the crash. ?
Travis' representative also said the star is 'deeply apologetic for his actions that evening.
'A man of integrity with a good heart, Randy does not and will never condone these type of actions that distort the true beliefs of Randy Travis and his entire family.' ?
His attorneys had initially argued to the judge that if the tape was made public, it would violate federal disability and medical privacy laws.?
'In sum, Travis has failed to establish a substantial likelihood of success on the merits for his claims,' Sparks wrote of rejecting the star's bid for an injunction.?
His wife, Mary, was also denied a request by the federal court to sue on his behalf.
